About RIS3

The Karlovy Vary Region Regional Innovation Strategy (The RIS3 strategy) is a strategic document which describes the position of the Karlovy Vary Region in the area of research, development and innovations and defines the areas of smart specialization, highlights the local potential and specific regional conditions, and specifies further steps towards developing the innovation environment.

The specialization of the Karlovy Vary Region follows from the hierarchy of individual sectors. In the Karlovy Vary Region there are many diverse sectors, yet none of them clearly dominates the others. As a result, the RIS3 strategy defines 9 specialization domains:

  1. Engineering and customized metal production
  2. Electrical engineering
  3. Automotive industry
  4. Traditional industries (glass, ceramics, porcelain, other non-metal mineral products)
  5. Production of rubber and plastic products
  6. Power industry and use of renewable energy systems, processing of secondary raw materials – advanced recycling technologies
  7. Spa business and holiday industry
  8. Production of drinks
  9. Chemistry

The main identified problems affecting the innovation potential of the Karlovy Vary Region include the absence of innovation leaders, low attractivity of the region for foreign investors and talented individuals, insufficient investments of local companies into innovations and a lack of university graduates. The RIS3 strategy tries to create an innovative environment by implementation of 36 type activities / projects which are further divided into two major change areas (stronger innovative performance of companies and higher availability of better qualified labor to work on innovations).

The Karlovy Vary Agency for Enterprise Development was commissioned to prepare and implement the Karlovy Vary Regional Innovation Strategy. The execution of the RIS3 strategy is supervised by the Council for Research, Development and Innovations of the Karlovy Vary Region which also serves as a regional expert, coordinating, initiative-bearing and advisory body for research, development and innovations. RVVI is also authorized to approve the RIS3 action plans and strategic projects, it issues assessments and statements on projects, activities and program that are under preparation or that have already been implemented and completed, especially if they were financed from the regional budget or similar funds, including European Structural and Investment Funds with financial participation of regional authorities. Specific intervention proposals that comply with the RIS3 strategy are submitted by RVVI Innovation Platforms.

Innovation Platforms and consulting and advisory groups comprising experts who represent the individual specialization domains identified within the Karlovy Vary Region. Currently, three Innovation Platforms are being operated:

1. Core team

This key activity facilitates intensive involvement of Karlovy Vary’s leading establishments in the implementation of the RIS3 strategy through the Council for Research, Development and Innovations of the Karlovy Vary Region and the Innovations Platforms. This key activity also secures capacities for the Spa Business and Balneology Institute which is the only public research institution operating in the Karlovy Vary Region.

2. Education

This key activity ensures the development of competences of implementation team members, of the regional authority’s specialists and of the other significant stakeholders within the innovation system.

3. Mapping and analyses

This key activity ensures the development of competences of implementation team members, of the regional authority’s specialists and of the other significant stakeholders within the innovation system.

4. The regional authority’s marketing and communications strategy

The goal of the marketing and communications strategy entitled Living for our region is to enhance awareness of the developing innovation eco system of the Karlovy Vary Region and to motivate everyone to become a part of it.

5. Pilot project

This project helps to verify the viability of the tools supporting the development of the innovation system in the region. Two pilot projects are being implemented under the Smart Accelerator 2.0 project:

  • Technical University for Children is designed to arouse children’s interest in technical studies. As part of this pilot project elementary and middle school pupils attend an after-school club which simulates the conditions of a term course at a technical university.
  • Creative learning develops the creative skills of children and students that can be later used in entrepreneurial activities.

6. Assistance

This key activity promotes the preparation of strategic project plans aimed at the further development of the innovation system in both the public and the private sector.
